Who paid for Weiner's wedding?

You've got to hand it to Anthony Weiner and Human Abedin; they seem to have a real knack for getting other people to pay for their lavish lifestyle. Not only do they live in a $3.3 million Manhattan apartment owned by a Hillary supporter, they appear to have had their lavish wedding (estimated cost: a quarter million bucks!) paid for somebody else. And because Weiner failed to disclose this gift, he may face criminal sanctions. Charles C. Johnson of the Daily Caller reports:

Anthony Weiner may have violated federal law when he failed to disclose his lavish six-figure wedding in his financial disclosure forms, says a government accountability group.

Ethics watchdog group National Legal and Policy Center examined the federal Financial Disclosure Reports for both Weiner and long-suffering wife Huma Abedin for 2010, the year of their wedding.

The cost for the ceremony was at least $100,000 but probably ran closer to $250,000 including all accommodations, clothing and extras. Neither Weiner nor Abedin had the resources to pay for the ultra-expensive wedding, yet neither recorded gifts on their Financial Disclosure Reports for that year.

Keep in mind that at the time, Weiner served in Congress, and Huma was a top aide to the Secretary of State - both positions involving sensitive information and potential influence. Undisclosed gifts to people in such positions raise the specter of potential bribery in any circumstances.

There is potential trouble ahead:

Even though there is an exemption for gifts from personal friends, the Ethics in Government Act requires written permission from the House Ethics Committee for any Congressman getting gifts worth more than $250.? Weiner had no such written permission.

There are a few fingerprints on this caper:

Abedin's wedding dress may have been almost as expensive as the wedding. Made by world-famous designer and dressmaker to Hillary Clinton, Oscar de la Renta, the custom dress would have gone for over $50,000.

Another Clintonite, Bryan Rafanelli, was the wedding planner, some three weeks before he did Chelsea Clinton's nuptials. The event was officiated by Bill Clinton, even though according to state law Clinton could not legally perform the marriage.

Abedin made only $135,000 annually working for the State Department, according to financial disclosures. Anthony Weiner made $175,000 as a congressman.

With a combined income of over 300 grand, the couple were hardly poverty-strticken. But 300 grand doesn't go that far after taxes and with houses in both DC and Manhattan. Certianly not enough money to be blowing a quarter mill on a party and fifty large on a wedding dress.

Now that Weiner is becoming an embarrassment to the Dems and to the Clintons in particular, he had better watch his step. There may be more than a few more undisclosed embarrassments that can be used as leverage against him.

The spectacle of people getting government paychecks living high on the hog - whether at lavish parties thrown by bureaucrats or at weddings paid for by mysterious others - is disgusting. The sense of entitlement is palpable.

Besides the possible felony of false disclosures to Congress, isn't there another legal liability: wouldn't the gifts to fund a huge, expensive wedding be taxable income, too, and, if unreported on Federal Tax returns, expose Weiner (I know, bad pun) and Abedin to the charges of filing false tax returns, too?

I would think that etiher a gift tax is due or else income taxes are due.

Clinical Trial at MD Anderson Cancer Center Orlando Testing New Oral Medication to Treat Breast Cancer

Newswise ? Orlando, FL ? July 26, 2013 ? MD Anderson Cancer Center Orlando is participating in a clinical trial to evaluate a new oral medication (BKM120) in combination with Fulvestrant to treat locally advanced or metastatic breast cancer that is hormone receptor positive and HER2 Neu negative and that has progressed on an aromatase inhibitor. BKM120 belongs to a new class of drugs called PI3K inhibitors, which in combination with traditional treatments may be able to slow or stop cancer growth.

BKM120 and Fulvestrant for Treating Postmenopausal Patients with Estrogen Receptor-Positive Stage IV Breast Cancer

Also known as the Belle-2 clinical trial, this study will determine if BKM120 in combination with Fulvestrant helps breast cancer patients live longer and prevent their disease from spreading. PI3K is an enzyme that plays a central role in the development of numerous cancers. By blocking this enzyme, BKM120 may enhance the effectiveness of standard treatment with Fulvestrant. Currently, Fulvestrant is the drug most post-menopausal patients with hormone receptor positive breast cancer receive when their disease progresses.

?The Belle-2 trial is exploring a new drug that blocks an important enzyme critical for cancer cells,? said Rebecca Moroose, MD, Medical Oncologist, MD Anderson ? Orlando. ?Our hope is that this study will shed light on additional strategies to fight breast cancer, delay the progression of the disease and prolong survival.?

At present, there are limited treatment options specifically approved for treatment of breast cancer after the cancer has reoccurred or progressed on an aromatase inhibitor. Aromatase inhibitors (AIs) are a class of drugs used to treat breast and ovarian cancers in postmenopausal women. As breast and ovarian cancers require estrogen to grow, AIs are taken to either block the production of estrogen or block the action of estrogen on receptors. The development of this drug BKM120 may be beneficial in increasing the effectiveness of hormone blocking medications in certain patients.

MD Anderson ? Orlando is the only hospital in Central Florida and one of only five in the state to offer this clinical trial to breast cancer patients.

Mursi supporters rally in Egypt, no signs of compromise

CAIRO (Reuters) - Thousands of supporters of deposed Egyptian President Mohamed Mursi gathered in Cairo on Friday for a rally to demand the restoration of the ousted Islamist, with his opponents also planning protests nearby.

More than two weeks after Egypt's powerful military shunted the contested Mursi from office, there was still no sign of a possible deal to defuse the crisis, which has divided the world's most populous Arab state and alarmed its Western allies.

The Muslim Brotherhood has called for demonstrations around the country, accusing the head of the armed forces, General Abdel-Fattah al-Sisi, of staging a coup to sweep Egypt's first freely elected president from power.

The army said it had to intervene after mammoth street protests against Mursi, who was criticized as incompetent and partisan, and has installed an interim cabinet to prepare for elections. It includes no members of Mursi's Muslim Brotherhood or other Islamist parties previously in government.

Mursi backers have set up a round-the-clock vigil outside a mosque in the Cairo suburb of Nasr City. Thousands of sympathizers flocked to the site on Friday to join protests that normally gather momentum after noon prayers.

"Tonight, tonight, tonight, Sisi is going down tonight," a man shouted out, leading the chants.

A huge banner showed a picture of the bearded Mursi against Egyptian flags and read: "Together to support legitimacy."

Egypt's closest Western ally, the United States, has tried to tread softly through the crisis, still undecided whether to brand the downfall of Mursi a military coup - a move that would force Washington to suspend its large aid programs for Cairo.

U.S. Secretary of State John Kerry telephoned Egypt's new foreign minister, Nabil Fahmy, expressing hopes that the transitional period of government would be successful, a spokesman for the Egyptian foreign ministry said on Friday.

In his first address since taking office, interim President Adli Mansour promised on Thursday night to fight people he said wanted to destabilize the nation.

"We are going through a critical stage and some want us to move towards chaos and we want to move towards stability. Some want a bloody path," he said in a televised address. "We will fight a battle for security until the end."

Tamarud, the youth movement which organized enormous anti-Mursi protests on June 30, is also planning rallies on Friday, including one close to the Muslim Brotherhood's Nasr City vigil.

It dubbed its protests as "the people against terrorism", blaming Mursi followers for recent violence.

Policing was intensified on Friday and 10 armored personnel carriers were parked on a Nile bridge in central Cairo, a route Islamist protesters would have to cross if they tried to reach Tahrir Square, a focal point for the anti-Mursi camp.

At least 99 people have died in violence since Mursi's removal, more than half of them when troops fired on Islamist protesters outside a Cairo barracks on July 8.

Muslim Brotherhood leaders say they will not resort to violence in their campaign to reinstate Mursi, held by the army incommunicado since July 3, and insist they will not back down.

"The goal of our peaceful mass rallies and peaceful sit-ins in squares across Egypt is to force the coup plotters to reverse their action and force the coup supporters to change their position," Essam el-Erian, a senior Brotherhood official, said on his Facebook page.

"Egypt will be free and independent," he wrote.

Japan to launch satellites to monitor oceans

Japan plans to launch satellites to monitor the world's oceans, a report said Sunday, as Chinese government ships sailed in waters around islands controlled by Tokyo and claimed by Beijing.

The Cabinet office plans to launch nine satellites in the next five years to counter piracy and monitor the movements of foreign ships intruding into Japanese territorial waters, the business daily Nikkei reported.

They will also collect data for forecasting natural disasters such as tsunamis, it said.

The report, which cabinet officials could not immediately confirm, came as Japan's coastguard said three Chinese government ships entered waters around the Senkaku islands in the East China Sea.

The maritime surveillance vessels entered the 12-nautical-mile zone around Uotsurijima, one of the Senkaku islands which China calls the Diaoyus, at about 9:30 am (0030 GMT), the coastguard said.

The ships left the area shortly before 1:00 pm, the coastguard said later.

Ships from the two countries have for months traded warnings over intrusions into what each regard as their territory, as Beijing and Tokyo jostle over ownership of the islands.

The territorial row that dates back four decades reignited last September when Tokyo nationalised three islands in the chain, in what it said was a mere administrative change of ownership.

Former Japanese prime minister Yukio Hatoyama came under fire in June after he said he understood China's claim to the islands.

AUSTIN, Texas (AP) ? The Texas House began debating a bill on Tuesday that would impose tough new restrictions on abortions, as national activists on both sides of the issue descended on the Capitol building.

Republican Rep. Jody Laubenberg, of Parker, outlined the bill that would require doctors to have admitting privileges at nearby hospitals, only allow abortions in surgical centers, dictate when abortion pills are taken and ban abortions after 20 weeks. Exceptions to the ban would only be allowed when the women's life was in imminent danger.

Democrats and women's rights activists have protested the bill for weeks. The measure failed during the regular session when it failed to win enough support, then died in the first special session due to a 13-hour filibuster by state Sen. Wendy Davis, a Fort Worth Democrat.

Now Republican leaders including Gov. Rick Perry and Lt. Gov. David Dewhurst are intent on passing it quickly through the Republican-controlled Legislature in a second special session. Democrats can do little but slow the bill down, attract as much attention as possible and lay the groundwork for a federal lawsuit to block it once if becomes law.

Davis' successful filibuster put Texas' bill in the spotlight of the national abortion debate, and prominent figures from both sides have been coming to Austin and staging rallies. On Monday night, former Arkansas Gov. Mike Huckabee spoke to abortion rights opponents. The Planned Parenthood Federation of America announced a statewide bus tour Tuesday morning, called Stand With Texas Women.

"It seems like every time women looked up from doing their laundry of helping children with their homework, the Texas Legislature is right there taking aim at them again," said Cecile Richards, president of Planned Parenthood Federation of America. "Over the past few years, more than 50 women's health centers have been shut down."

Women from both parties who support abortion rights introduced a series of amendments to water down House Bill 2, hanging coat hangers on the front podium to symbolize illegal abortions, which they say will become more common if the law is passed. Rep. Senfronia Thompson, D-Houston, called for an exception to the 20-week ban in cases of rape and incest, but Laubenberg rejected the proposal.

Supporters of the restrictions insist that they will improve the health care women receive by placing more stringent conditions on abortions. Laubenberg told the House on Tuesday that her bill would ensure that women get high-quality treatment while protecting "babies" after 20 weeks of gestation.

"What we're talking about today truly is about the health and safety of a woman who would undergo an abortion, but also, I want to point out, we are talking about an unborn child," she said.

Federal courts have ruled that states can regulate abortions, but not to the extent to make them impossible to obtain. That hasn't stopped Republican-led legislatures in Texas and several other states from passing laws in recent years that test the legal limits.

Opponents of the Texas restrictions say they would effectively ban abortion in much of the nation's second most-populous state causing the closure of 37 of its 42 abortion clinics.

They also say the Texas restrictions and those passed by other states conflict with the U.S. Supreme Court's 1976 Roe v. Wade decision, which established that a woman has the right to get an abortion until her fetus could viably survive outside of the womb, which is generally at 22 to 24 weeks of the pregnancy.

It's unclear if the Texas restrictions could survive a court challenge. Federal courts have suspended aspects of the bill passed by other states. On Monday, a federal judge blocked enforcement of a Wisconsin abortion law requiring admitting privileges.

The Texas Medical Association, the Texas Hospital Association and the American College of Obstetrics and Gynecology oppose the bill, calling it unnecessary.

OBAMACARE END-RUN? GOP Challenges Power to Delay, 'Ignore' Mandate

House Republicans are escalating their scrutiny of the decision to delay a key part of the health care overhaul, questioning whether the Obama administration even has the authority to "ignore the law" without the approval of Congress.?

The administration announced early last week that it was delaying by one year a requirement that large employers offer access to health insurance. Officials described the delay as a common-sense concession to businesses who complained the rules were too onerous, and maintained the Treasury Department was within its right. ?

A Treasury official told FoxNews.com that the move was "an exercise of the administrative authority" under the IRS code. The official said the department has "longstanding" authority to "grant transition relief when implementing new legislation" like the health care law.?

A number of Republicans pointed to the sudden change as a sign of problems to come with the massive health care law. But, as lawmakers return on Monday from the holiday break, they're also challenging whether the tweak was an abuse of power.?

"This action raises a lot of questions about whether the Obama administration can simply ignore the law when it's convenient for them," Rep. Phil Roe, R-Tenn., said in a statement.?

He said he's asked the Congressional Research Service to "investigate" that issue -- "because I don't think any president has the authority to pick and choose what parts of law to follow."?

The matter will get an airing on Capitol Hill later this week. Rep. Kevin Brady, R-Texas, chairman of a House Ways and Means subcommittee, has set a hearing for July 10 which, in part, will examine the issue of the administration's authority to change the law.?

Rep. Darrell Issa, R-Calif., chairman of the House Oversight and Government Reform Committee, went a step further, describing the move as "another in a string of extra legal actions taken" by the Obama administration.?

The complaint about the administration's authority is just one of several Republicans have regarding the move to delay the mandate. They question whether more delays and changes are in store in the run-up to the Jan. 1 launch of many of the law's major provisions. They question why the so-called individual mandate -- the requirement on individuals to buy health insurance -- wasn't also delayed.?

But the Treasury Department and White House, in announcing the delay last week, explained that they did so after businesses complained about the reporting requirements. As the administration moves to simplify the rules, they said, they would in turn give businesses more time to comply.?

"We have heard concerns about the complexity of the requirements and the need for more time to implement them effectively. We recognize that the vast majority of businesses that will need to do this reporting already provide health insurance to their workers, and we want to make sure it is easy for others to do so," Mark J. Mazur, the assistant secretary for Tax Policy at the Department of the Treasury, said last week on the Treasury blog.

Elvis is in the building ? well a strand of his hair to be exact.?Tucked away on an antique stall in Oswestry, trader, John Perrins has an authentic piece of the King?s famous jet black hair.

The memoribilia collector was ?All Shook Up? when he made the find while living in America.

Now he has put the bizarre souvenir up for sale on his stall in the Cambrian House Emporium in Oswestry.

Mr Perrins, 68, lived in America for many years but had to return to Shropshire when he lost his home during a hurricane in central Florida in 2005.

He, his wife Linda, son Joe, and the family?s dogs, survived the hurricane by hiding in their ?walk-in? wardrobe that was directly behind the stone chimney. But the house was badly damaged.

?It happened so quickly in the middle of the night. But I remembered that when you see photos of hurricane-hit homes it is always the stone chimneys that are still standing.?

He said that with the damage to the house and his deteriorating health the family had no choice but to return to Oswestry.

He happened upon the strand of hair when he visited Memphis during the family?s two years in America.

?I bought the piece of Elvis?s hair from his barber and it came with a certificate of authenticity. I couldnt resist it.?

Barber Homer Gill Gilleland toured with Elvis for more than 20 years.

He dyed the singer?s hair black and then cut it, saving strands in a towel which he sold after the singer?s death in 1977.

He was also said to be the inventor of the famous black dye he used on Elvis. He died in 1995.

Mr Perrins said he set up a stall in Oswestry to help the family to move on with their lives.

?We had to downsize and so we had to get rid of some of our collection.

We have lots of American trivia from Homer Simpson items, Beanie toys and all kinds of interesting things.?

The piece of hair caught the attention of antiques expert, Helen Hall from the BBC Antiques Road trip when she visited the emporium this week.

Her show will be broadcast in the new year.

    Elms College graduates find satisfaction in West Indies, working as Passionist International Volunteer in Jamaica

    papsin.JPG Lindsay Papsin, a 2012 graduate of Elms College in Chicopee, is currently in Jamaica in the West Indies, with Passionist Volunteers International.     Twenty-one-year-old Krystyna K. Starsiak, of Chicopee, cites her Catholic faith as the reason she decided to dedicate a year of her life to service.

    ?It is my way to give back and thank God for all the wonderful blessings I have received in my life,? said the 2013 graduate of Elms College, in Chicopee, with a double major in elementary education and history.

    She will be leaving July 15 for a year of service in Jamaica in the West Indies with Passionist Volunteers International. The service organization, established by the Catholic congregation of Passionists, is based in Jamaica, N.Y.

    It is under the direction of the Rev. Lucian Clark, the Passionist priest who previously was in charge of the former Passionist seminary in West Springfield. The Passionist Volunteers work with the rural poor in Jamaica as well as those in the town of Talanga, Honduras.

    Volunteers commit to one or two years of international service.

    Yet unsure of her placement, Starsiak said volunteers work in places like a home for troubled boys, area schools, mountain villages, health clinics and mission churches.

    Kaylie E. Dygon, 21, a classmate from Chicopee who graduated with a degree in nursing from the Elms, is also joining the volunteers.

    During her time in Jamaica, Dygon will be working in clinics, doing home visits with the ill/disabled, and children, working in schools and helping at other work sites that are chosen/selected during her orientation in the program.

    ?I am passionate about helping others,? she said.

    ?This program is very focused on ?walking with the people,? which means not just giving gifts or money, but giving yourself, which I feel is more valuable than any gift that could be given.?

    Her Catholic faith has been a guiding light as well.

    ?It is also my faith that gives me the confidence to go forth and embark on this journey,? she said.

    Lindsay M. Papsin, 23, a 2012 Elms graduate from Shelton, Conn., with a double major in psychology and early childhood education, is currently part of the Passionist Volunteers International; she is entering her second year-long commitment.

    Papsin, who is currently in Jamaica, participated in two Elms service trips with the group and has worked with children and made home visits.

    ?After my first trip to Jamaica with Elms, I could not stop thinking about the beauty of the people I had met there and wishing I could have more time with them,? she said.

    The more she thought about it and admired the volunteers she had met, the more she wanted to apply.

    ?It just felt right that before I settled into a life for myself after college, I would try to be a part of something bigger than myself.?

    She said she particularly enjoys visiting homes.

    "Home visits are where I spend time connecting with families. who attend the school I work at or who attend church with me, in the mission of St. Paul of the Cross, a Passionist (hence, Passionist Volunteers International), to reach those less fortunate and on the furthest outreaches," Papsin said.

    Starsiak said the education she received at Elms instilled in her values of values of faith, community, justice and excellence.

    ?The Passionist Volunteers? mission is to accompany the suffering and walk with the poor,? she said. ?Their mission isn?t to accomplish a certain thing, but rather to be with the people of Jamaica.?

    Starsiak, who went on three service trips to Jamaica as an undergraduate, added the ?people?s openness, strength, love of life, and faith in God, truly inspired me to reflect on my life and opened my eyes to the issue of social injustices around the world.?

    ?They have taught me lessons, they have shown me love, made me laugh and made me want to be a better person in my own and in God?s eyes. If I can do the same for at least some of those people in return, I will feel accomplished at the end of my time in Jamaica.?

    Volunteering, she continued, isn?t about the position one holds, it?s about accepting a new way of life.

    ?It?s something any person, big or small, can do anywhere,? she said.

    ?It?s helping others to accomplish what you know is important to them, and the goal, in turn, being important to you. It?s in knowing the work of doing what you feel is right is never done. It?s rarely easy. And it?s always worth it.?

    "That 70s Show" star Lisa Robin Kelly officially has firsthand experience with the unholy trifecta of failed marriages: 1) a restraining order, 2) criminal charges, and 3) DIVORCE.

    Lisa and her ex Robert Gilliam have had an extremely tumultuous relationship ... Lisa was arrested for domestic abuse early last year. Months later, in November, she and her husband were both arrested for assault on one another in their North Carolina home. It's crazy ... considering the two had only gotten married in October.

    And now it's already over ... Lisa has filed for divorce, citing "irreconcilable differences."

    What triggered the divorce? Wild guess ... but it probably has to do with yet another domestic dispute that occurred between the couple in May in L.A.

    According to Lisa, the argument started because Gilliam wanted her to empty her bank account and give him her money. She refused, and claims Gilliam attacked her, pulling her hair, throwing her to the ground, and choking her. She says he even threatened to shoot her.

    Lisa says she tried to call police, but Gilliam snatched away her phone. Luckily, a neighbor called the cops for her and Gilliam was arrested. She obtained a restraining order shortly afterward, and filed for divorce last week.

    As for Gilliam, he was convicted of domestic battery and was sentenced to 3 years probation plus time served in jail (69 days). He has to attend a 52-week domestic violence program and must stay at least 100 yards away from Kelly at all times. The divorce case is pending.

    Chile annual inflation speeds up in June to 1.9 percent

    SANTIAGO (Reuters) - Chile's consumer price index rose 0.6 percent in June, the biggest increase in eight months and slightly above expectations as costs jumped for accommodation, electricity, fuel products and water, the government said on Saturday.

    Analysts in a Reuters poll had forecast a 0.5 percent rise in prices.

    Inflation in the 12 months through June was 1.9 percent, up sharply from 0.9 percent in May and approaching the central bank's target range of 2 percent to 4 percent.

    Core inflation was 0.3 percent in the month and 1.3 percent in the year, the national statistics agency said.

    The central bank on Monday cut its 2013 inflation outlook to 2.6 percent, down from a prior forecast of 2.8 percent, after inflation had declined steadily for several months.

    The tame inflation along with lackluster growth in Chile's previously roaring economy have prompted bets the central bank will soon cut interest rates to stimulate the export-dependent country's growth.

    The bank's latest poll of traders, released on June 26, showed the median forecast was for the benchmark interest rate to remain at 5 percent in July and be cut to 4.75 percent within three months. A separate poll on June 11, however, showed analysts expected a cut to 4.75 percent at Thursday's meeting.

    The rate has remained on hold since a surprise cut to 5 percent in January 2012, though minutes show the bank has weighed the idea of easing at its last two monetary policy meetings.

    Chile's statistics agency said a 13.7 percent jump in electricity prices in June was the biggest contributor to the rise in the CPI. Rental costs climbed 0.3 percent and gasoline prices were up 3.4 percent.

    U.S. immigration overhaul may wall off pathway from Africa, Caribbean

    WASHINGTON ? Francis Nkam was happy in Cameroon. He had gone to college, had gotten his bachelor?s degree in education and was teaching high school.

    But greater opportunity called in America, and rather than spend the money on a visa application, Nkam entered the visa lottery.

    ?Each time we played the Diversity Visa Lottery, we played in a group of five or six people,? he recalled. ?And each time someone would win. And I kept saying my time would come.?

    Come it did. On his seventh try, Nkam won a visa, and he immigrated to the U.S. in 2003. Not long after, he landed a job as a high school French teacher in southern New Jersey, got two master?s degrees from Rutgers, married a woman from Cameroon and is expecting his first child later this year.

    Supporters of the Diversity Visa Program say it opens up pathways for people such as Nkam from underrepresented countries in sub-Saharan Africa and the Caribbean countries. Critics, though, say it?s rampant with fraud in the application process. Now the program is in danger of being eliminated, as the Senate killed it in its recent immigration overhaul and a similar fate awaits it in the House of Representatives. The House already voted to cancel the program last November.

    Part of the Immigration Act of 1990, the Diversity Visa Program was intended to create new avenues for residents of countries that were underrepresented in America?s immigration melting pot, offering permanent resident visas to 50,000 lucky winners each year. Natives of countries with fewer than 50,000 immigrants to the U.S. over the past five years are eligible for entry. Each year, based on immigration data, countries are added or removed from the lottery-eligible list.

    Prospective immigrants must have at least high school diplomas or the equivalent or a minimum of two years of work experience in fields that require training. The application process opens for one month, with a strict limit of one entry per applicant. More than 14 million applied in 2012.

    As recently as last year, the program displayed crucial weaknesses. Faulty programming led false results of the 2012 lottery to be posted online, informing many prospective immigrants that they?d been selected for green cards when they had not been. Fraudulent third-party organizations have coerced cash from immigrant-hopefuls with promises that they have sway with lottery officials. Security officials and lawmakers have suggested that the program threatens national security, citing the difficulties of performing background checks in many eligible countries and the acceptance of applicants from state sponsors of terrorism.

    Despite the criticisms, the program has supporters in Congress. The Congressional Black Caucus backs Nkam?s claim that the visa lottery is one of the few paths to permanent American citizenship for sub-Saharan Africa natives.

    While the odds of being selected are poor, winners from Cameroon said an entry in the lottery had far better chances than formal visa applications.

    ?I don?t know of anybody who came through any other means,? Nkam said. The U.S. Embassy ?has about a 1 percent visa-granting rate. For every 1,000 people who actually apply for a visa, you?ll be lucky if 10 people from that number get a visa. That is almost impossible.?

    The free entry of the lottery provides opportunities for those who don?t wish to apply formally. But therein is the most long-standing argument against the program: It hands out, largely based on luck, 50,000 permanent resident visas every year while family members of U.S. residents and prospective employees wait in queues up to 24 years for the same benefit. With the backlogged visa list multiplying continuously, wait times aren?t expected to drop anytime soon.

    The lottery ?programs cannot be justified given all the more compelling, competing demands for the limited number of green cards that we can make available,? House Judiciary Committee Chairman Robert Goodlatte, R-Va., said in a June announcement.

    Supporters of the program say it?s not the lottery itself that matters but rather the goal of open pathways for underrepresented demographics.

    ?I think that our bigger concern is not so much a lottery, but our bigger concern is to ensure that people from underserved countries ? Sub-Saharan Africa, the Caribbean ? are included in what is called a comprehensive immigration bill,? said Rep. Marcia Fudge, D-Ohio, the chairwoman of the Congressional Black Caucus. ?And I don?t know what form that is going to take, but if there is some language that allows that to happen, then I?m favorable to it.?

    The House is expected to take up discussions on immigration Wednesday in a closed-door meeting.

    The National Green Tribunal has stayed construction activity on the landfill site in Sector 123 here after a commission appointed by it found that the project had been formulated without following the guidelines. The Noida Authority has also been restrained from carrying out digging or construction till the next hearing.

    The principal bench of the tribunal headed by its chairman, Justice Swatanter Kumar, imposed the stay based on the local commissioner?s report on the landfill?s distance from human habitations. The Authority officials are yet to appear before the tribunal to clarify their stance despite getting court notices. The commission filed its report ?TOI has a copy? with the tribunal on July 2.

    The commission found that the Authority had started construction on the site without obtaining the mandatory approval from Uttar Pradesh Pollution Control Board (UPPCB). Habitations, including villages, residential sectors and ongoing housing projects, were found to be in proximity to the site on all sides in clear violation of the norms.

    A petition had been filed by Go Green Welfare Association, a Noida-based organization of residents and homebuyers. Advocate Sumeer Sodhi had been appointed as commissioner by the tribunal. The report was prepared after Sodhi inspected the site on May 25 in the presence of senior Authority officials, including project engineers and the health department officials, UPPCB officials and representatives of the residents? association.

    The petitioners had alleged that the site chosen was amid habitations, which is in violation of the Municipal Solid Waste (Management & Handling) Rules, 2000. A landfill cannot be near a residential cluster, a state highway or a river.

    White Nexus 4 now sold out on Google Play

    White N4 'no longer available for sale,' says Google Play Store

    Once an elusive beast captured only in blurry-cam photos from far corners of the world, it seems the white Nexus 4 has disappeared back into the shadows, at least for the moment. The device is now sold out on the U.S. Google Play Store, where both the 8 and 16-gigabyte versions are marked as "no longer available for sale." So if you're after a Nexus in this exclusive color, you'll have to look a little further afield — various sellers are still listing the device on eBay, for instance.

    The white Nexus 4 hasn't been offered for sale through Google Play outside of the United States, though an LG press release did state that it'd be heading to "Asia, Europe and the Middle East" in addition to North America. Despite this, the white version has been hard to track down in many countries — and LG UK wasn't able to confirm to us whether the device would ever hit British shores.

    The Nexus 4 is of course still available to buy in the original black color.
